I've played this game before, with pen and paper. It's actually a pretty simple game to win if you go first, unless you play with an additional rule. The rule I've played with, to prevent a guaranteed winning strategy is that you can only play a middle square to win or block that meta-square.
There are other ways to add a new rule to prevent it being such a simple solved game, but this is the one I'm most familiar with.

As far as I understand the rule that is missing from the blog post you are refferring to is that if you are sent to a board that is already won, then you are are free to play anywhere.
As far as I understand the above rule is in place here, and aims to make it complicated enough to be interesting. I have no idea however if the game is solved with these rules.

As far as I know (and I Googled it) this game is not solved (yet).
