The way I understand it, you start with 10 seconds, and after your opponent's turn you get 500 milliseconds more. Is this correct?
Otherwise, how do Java bots handle garbage collection, which can take a significant length of time?

Yes, your time bank starts with 10 seconds. Every turn you get 0.5 seconds added to it (max of 10 seconds though). The time taken during your turn is deducted from the time bank.
As far as garbage collection goes, you could try to avoid it during your turn (keeping references until it is your opponents turn). I don't worry about it myself (bot is written in Go), though maybe I should.
