I output "player1 attack/transfer 24 25 3," and there are 3 armies never moved, but it only attacks with 2 armies. opponent only killed 1 army from region 27.

I noticed this behaviour too. In this situation:
You transfer 1 army from region A to B, bringing the total there to 5 -> Region B gets attacked by the enemy and 1 army destroyed -> You attack from region B to region C
The one army that is destroyed by the enemy is taken from one of the armies originally in region B, thus when you issue your attack there are four armies left in this region, one that can't move, one that already moved and two which you can move.
In Warlight in this case the army that is destroyed would be taken from the armies that transferred to Region B that turn, if there are are any as in this case. So when the attack is issued, there would be three armies left that haven't moved yet, because the one that had already moved got destroyed.
I don't mind it either way, but it's worth pointing out that in Warlight it works differently.
