I did a few changes to my bot that I thought would improve it, but when tested against the given bot it actually takes longer to win. Is this an indication that my changes were bad?

I wouldn't say so. Since your bot is hopefully playing way below your skill level the best way to determine whether your changes were good or bad should be to watch your own bot play ;)
With my own bot I'm looking out mainly for three things:
Does my new code work exactly as specified?
Does my new code gets executed whenever a situation occurs that I intended it for?
Does my new code also gets executed when a situation occurs in which it shouldn't be executed?

The moves by the test bot are pretty random and can sometimes ven screw a good bots plan, when it accidentally does a genius move which foils everything your bot planned. So don't count that too much.
It should win against the test bot and not have errors/invalid moves, then go into the ladder to see what happens.
