In the announcement was written:
"In Conquest regions could attack/transfer as many times to the same region as there were armies on it. We changed this to 1 attack/transfer per region to the same region per round. This is also because of our new collaboration. In Warlight you can only attack/transfer once per region to the same region per round, so to avoid confusion, we changed this to match"
What does this exactly mean?
What I understand from the quote is that it is forbidden to have two moves with the same source and target region in one round. For example, you can not move first 3 armies from greenland to iceland and then move 5 armies from greenland to iceland in the same turn. However, it is possible to move armies from nothern europe to iceland in the same turn.
Is the above example a good summary of the change?
Since the change I have noticed some other errors in my script. It seems not allowed to place 5 armies on greenland, and then make a move from iceland to greenland in the same turn. I haven't verified this thoroughly, but my first observations seems that way. Is this correct behavior? Or is this a bug in the engine.
Last question, could the engine code be updated in github?

Yes you are exactly right with your example. The actual dynamics of the game don't really change, but some bots might have to be adjusted to match this new rule.
On your second question, this should not happen and if it's true it is a bug. I'll investigate this on monday, but I haven't changed anything in that part of the engine, so this surprises me. And I'll upload the new version of the engine as well on Monday
