As per the title, I am wondering when/why pickstartingregions would ever not just list all regions on the map.
I wrote some code to scan the map and look for ideal starting positions, but this gets a lot more complicated if I have to consider that some regions might not be available.
Also, is there a search function on this forum? I couldn't find one...

pick_starting_regions was never meant to let you choose your ideal starting region from the whole map. The game engine offers both bots the same six regions as possible starting positions: two randomly chosen regions from each superregion.

If you knew beforehand that the entire map is going to be available, you will never have to write code for this. You'll just have to look at the map yourself and pick the best position (possibly add some randomness to make sure there is no sure-fire counter-strategy).
Now you'll actually have to do some work in your AI, since there is a good deal of variation in the starting regions. (And yet, the map is rather simple, so you can very well just implement a very specific strategy rather than have a very generic algorithm that will work on every map.)
